New Conditions of Work Regulation Orders
Malta has introduced a new set of Conditions of Work Regulation Orders (CWROs), which came into force on 30 June 2026. Employers may need to review their employment contracts, payroll systems and workplace policies to remain compliant.
What has changed?
The new CWROs repeal and replace Malta’s Wage Council Wage Regulation Orders (WROs). Notable changes under the new CWROs include:
- Employees are entitled to sick leave from the commencement of employment.
- Where employees are required to wear a uniform to perform their duties, the employer must provide the uniform at its own expense.
- Similarly, any personal protective equipment required in accordance with the Minimum Requirements for the use of Personal Protective Equipment at Work Regulations must be supplied by the employer at no cost to the employee.

Other key features of the CWROs are:
- If a collective agreement is applicable to employees covered by a particular CWRO, the more favourable conditions will prevail.
- The simplification and consolidation of employment-related provisions to facilitate compliance by employers and understanding by employees.
- Greater alignment of employment conditions across different sectors, thereby reducing disparities between industries.
- The retention of sector-specific minimum employment standards relating to wages, working time, overtime, allowances and other conditions of employment.
It should also be noted that in accordance with Legal Notice 144 of 2026, employees will be entitled to three working days of bereavement leave and three working days of marriage leave.
